Well, I was attempting to make a code that would let you limit the number of threads that could be made on a board(not a page). I started, but then I went blank on what to do next. Here is what I have so far.

This is actually impossible... apart from removing the new topic button, but it's impossible to count the amount of topics over one page. If someone wanted to post a thread that badly, they'd just disable JS.
And you might want to check the ToS before doing anything which might break it... I don't think this will, but you should check.

It shouldn't break the TOS.
If you know how many threads are per page, you can get an estimate of how many there are. (Note, its nearly never accurate)
But, as Iban said, they can just disable Javascript and be able to post.
