If it's in photoshop...
Right click on the text layer in the layer windows > Rasterize Type > (keep layer selected) Edit > Stroke > 1 px (choose your color also) > Ok.
If it's in any other program, you may have to do some looking, or do it yourself =\. I know in GIMP I had to just make a new layer, make a rectangle in the color I wanted the text's border be, behind the text, and then just erased parts of that rectangle that I didn't need =).

Another way to do that in Photoshop is to left click on the text layer> blending options> Stroke. You should be able to do it from there
