Well, how do I get an exactly shape with the lasso tool. Do I do it little at a time?
An example shape is the banner here.

I would recommend using the pen tool and converting the path to a selection.

If you just want a rounded rectangel selection, etc, just make a selection and go under select>smooth (I recommend 5 pixels) Then go under select>feather 0.3, then fill your selection.
(I think thats what you asked. lol) For more diverse selections (shapes), you'll need to use the pen tool. You can use the pentool selections to render something out of a BG by drawing around it and pressing delete, or fill your selection with a color.

Basically, for the banner, I just made new layers above old layers and continued to add other shapes until we got it to look like this. I used the Pen Tool a bit, but not much because I wasn't good at it back then.
